I have seen these extender cables on Google! Sometimes they are called PCI risers. 32 bit PCI typically has a max throughput of 133MB/s USB 3.0 has a max throughput of about 500MB/s So PCI will definitely bottleneck USB 3.0 to somewhere slightly less than 133MB/s. However, you are unlikely to hit faster than that on any kind of memory card or card reader, even under the best of circumstances. So it may not be an issue in the real world.

At any rate, you'll be beating the 50MB max of USB 2.0 by more than double. I would not recommend using a slot extender for your video card. I think it is asking for trouble and you'll likely have issues lining up the slot with a case opening.
They are really designed for unique or low profile designs where the card can't sit vertically. Video cards are one thing that actually use the full PCIe bandwidth regularly, so I wouldn't want to mess if I didn't have to. To be honest, while faster downloading is nice, I've never made it a priority to ensure the fastest speeds. My USB 2.0 reader caps out at about 25MB/s and takes 10 minutes to unload a full card.
And to be honest, I'm usually downloading more like 2-4GB at a time. So then we are talking 2-3 minutes tops. If it took 30 seconds instead of 3 minutes, I don't think that extra time would enrich my life. If I have a full card and it takes 10, I just check forums or email or make a snack while I am waiting. As someone mentioned, regular PCI cards like this one: Are out there. But with PCI topping out at 133MB/s, you are far from using full USB 3.0 potential. That said, devices you are most likely to plug in (hard drives and card readers) don't really top 133MB/s yet.
I can get around 100MB/s with an external USB 3.0 hard drive, and 80-90MB/s using a USB 3.0 card reader and a UHS-I card. That said, I don't think I ever got proper USB 3.0 speed from an expansion card.
I got a PCI-Ex1 USB 3.0 card in an older PC, and works at decidedly USB 2.0 speeds. Same hard drive plugged into a USB 3.0 port direct off my motherboard on my newer PC is almost 2X faster.
